Trump does end run on Congress; signs executive order extending unemployment benefits, suspends payroll taxes

WASHINGTON — President Donald Trump on Saturday circumvented Congress and took action into his own hands, after weeks of unsuccessful negotiations over another coronavirus relief package on Capitol Hill.
